A new Industrial Strategy Zone to drive investment and growth


Liverpool City Region is a global gateway founded on science, invention and trade, that offers a wide range of benefits to accelerate and de-risk property investments, while providing lucrative incentives to new occupiers through its new Industrial Strategy Zone (ISZ).

Fuelled by innovation and collaboration, the City Region is a well-connected health and life sciences powerhouse containing the UK’s largest Western facing port – allowing easy access to domestic and global markets.

Liverpool City Region Innovation Zone - a catalyst for growth


Harnessing these strengths, the pioneering ISZ combines Freeport and Innovation Zone programmes – the City Region is one of only three places in the UK to have both - with its Enterprise Zones to deliver a compelling proposition to investors.

The Innovation Zone is accelerating the global reach of one of Europe’s largest life sciences clusters and is expected to generate £800m of Government and private investment and create 8,000 jobs.

Meanwhile, the Freeport has the potential to add £850m to the local economy and create 14,000 jobs by acting as a catalyst for growth in sectors such as advanced manufacturing, pharmaceuticals, logistics and clean energy.

Primed to stimulate a high-wage, high-skill, high-productivity economy, the Industrial Strategy Zone is accelerating delivery of high-class infrastructure, driving world-leading life sciences innovation, supporting businesses to start, scale and invest and training future talent.

It includes six tax sites – including national innovation campus Sci-Tech Daresbury - offering fiscal incentives to expanding and relocating businesses, along with customs benefits at specified sites over a 45km-wide area for businesses involved in international trade. It also provides a long-term funding mechanism to support future infrastructure developments at key sites.

3MG, Halton

Wirral Waters


Wirral Waters is the UK's largest regeneration project by consented floor area. Approved by Wirral Council, it is a highly sustainable, mixed-use, mixed income project 'of Wirral'.

Located around the Birkenhead Docks, it has port connectivity, direct access to the M53 motorway and is well-suited to attracting a range of port-centric businesses, advanced manufacturing, innovation and research and development activities.

It is part of the Mersey Waters Enterprise Zone and Wirral Housing Zone. Following Liverpool City Region’s Freeport status, the MEA Park and Northside areas are now Freeport Tax Sites. The Hythe, a 30,000 sq ft BREEAM (Excellent) office, is complete. In the last 18 months, new public spaces, streetscapes, and cycling infrastructure have been installed to promote active travel.

Parkside, St Helens


Parkside West is a prime strategic employment site located along the M6 Growth Corridor in St Helens, providing direct access to Junction 22 of the M6 Motorway via the newly constructed Parkside Link Road.

With proximity to the M62 Motorway and major infrastructure, including the Port of Liverpool and two international airports, the site offers an exceptional location for logistics, advanced manufacturing, and other industries.

The development is set within the Liverpool City Region Freeport, providing a unique opportunity for business growth, tax incentives, and international collaboration.

Accelerating the delivery of world-leading innovation


The ISZ will accelerate delivery of nationally significant projects through:

  • Greater certainty of the planning process with existing permitted development rights, Consent Orders and adopted masterplans at key ISZ sites.
  • Investment levers including £185m Government funding through the ISZ Programme and long-term mechanisms for future funding of infrastructure at key sites.
  • Site assembly and infrastructure - with ISZ locations strategically chosen for their access to rail, road and sea networks, and tens of millions of pounds already invested in connecting and unlocking key sites.
  • Occupier benefits including favourable tax and customs incentives and sector specific scale-up and investment programmes.
